Heres why:
Texas has 140 democratic delegates, second only to California. However, the majority of the state is predominantly Republican. The Valley (South Texas), however, has the largest concentration of democratic voters in the state. (see map)

So its logical for the democratic candidates to focus on this area of the state. Another thing, the around 3/5 of Texas democrats are Hispanic. These voters seem to favor Hillary over Barack. Consequently, Obama has a lot of campaigning to do here if he wants to win the delegates.
